Rinse roast and pat dry. In a medium bowl combine soy sauce, panko, garlic and rosemary stir to reach a thick paste consistency. Rub mixture all over meat, wrap airtight, and chill overnight. Remove roast beef from the refrigerator 1 hour before roasting. Set roast in a roasting pan and place in the oven at 375º, cover with foil and bake 40 minutes per pound or until the internal temperature reaches 160º. Bake uncovered for at least 10 minutes to form a crisp crust.
