Rinse the ribs and pat dry. Heat the oil in a large Dutch oven on the stove over high heat. Brown the ribs on all sides. Remove the ribs and pour off all of the rendered fat except about 2 tablespoons. Sauté the garlic and ginger for about 2 minutes. Add the ribs back to the pot along with the rice vinegar and water, stir to combine. Cover and simmer for 2 hours. Pour the hoisin sauce over the ribs, move to the oven, and bake uncovered for 30 minutes.
